Under the California Youth Authority, committed offenders receive education and training programs, one of which is learning about both the impact and devastation caused to victims, their families, and communities. Youthful offenders speak about what they have learned having been involved in the program. Since the early 1980's, the California Youth Authority has provided assistance to victims and survivors through the Victim Services Division. It provides a balanced and restorative response to victims’ needs through support and assistance. The services offered to victims include: (1) advocates for the victims; (2) assist victims in writing “Victim Impact Statements;” (3) informing victims about the juvenile justice system; (4) resource referral for counseling and referral to the State Board of Control, Victims of Crime Program; (5) voluntary victim-offender meetings; and (6) victims legal rights assistance and information. Victims’ legal rights assistance includes the rights of victims to participate in the sentencing and parole phase; assist and prepare victims for parole hearings before, during, and after; the right of victims to receive offender information; and the right of victims to receive restitution. Victims relay their stories and the beneficial support received from the Victim Services Division.
