Abstract
Part of the Federal Bureau of Investigation's (FBI) Strategic Plan, the Federal Institution Fraud (FIF) strategy serves to deter criminal conspiracies from defrauding United States industries and government. This report, for the fiscal year 1999, details the investigations of financial institution frauds and failures through a series of charts and graphs comparing financial institution failure reports from 1989 to 1999. After presenting the justification for the formation of the FIF strategy under the FBI, this report presents the increases and decreases in the percentages of financial institution failure investigations from 1989 to 1999. Through numerous charts and graphs, this report presents the major financial institution fraud cases under investigation by the FBI, as well as the number of fraud convictions and types of indictments, by fiscal year. Highlighting the failures, recoveries, restitutions, and fining of banks, savings and loans, and credit unions, this report also presents the seizures and forfeitures of these same financial institutions for the FY 1999.
