This brief describes the prevalence of production, demand, transportation, and usage of marijuana in the United States, and reviews Federal, State, and local law enforcement responses to this illicit drug use.
Abstract
It is noted that the demand for marijuana, or cannabis, is declining although it is the most readily available and widely used illicit drug in the United States. Varying levels of potency of this drug are supplied by Mexico, Canada, and growers within the United States. There is a common perception that marijuana use is not as harmful as that of other illicit substances, and that attitude may be reflected in the priorities of investigative and law enforcement agencies also. A discussion of the different types and potencies of this drug and the varying demand and cost are included here. It is noted that cannabis is cultivated in every State both outdoors and indoors, with National forest lands being key locations for cultivation. A chart showing cannabis plants seized from National Forest Service lands is included. The demographic makeup of marijuana producers is described as being from a wide range of racial, ethnic, and social groups, and often reflects the general population of the area being studied with Caucasian growers being the most prevalent local independent growers. Methods of transportation via specific geographic hubs are described and it is projected that marijuana will remain the most widely available illicit drug in the United States.
