This UNAFEI newsletter reviews the 122nd International Training Course entitled, “The Effective Administration of Criminal Justice to Tackle Trafficking in Human Beings and Smuggling of Migrants,” which took place from September 2 to October 24, 2002.
Abstract
The trafficking and smuggling of human beings has become an increasing problem in a rapidly globalizing world. The practice not only denies the basic human rights of those trafficked and smuggled, it also upsets immigration policies around the world and provides vast profits for transnational criminal syndicates. As such, the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) has made a commitment to play a role in eradicating human trafficking and smuggling; the International Training Course represents one effort toward this goal. The newsletter explains the rationale for the course, which is to give law enforcement organizations effective tools for combating trafficking and smuggling, especially by transnational organized crime groups. A summary of the course is provided, which includes brief descriptions of lectures, individual presentations, group workshop sessions, observation visits, and special events. A listing of each lecture topic and individual presentation topic are provided, along with the presenter of the lecture or presentation. In the next section, the three group workshop sessions are discussed more fully and the panel involved with each workshop session is provided. Information about the observation visits and group study tours are listed by date, agency or institution in charge, and main person concerned. The dates and subjects of the special events are offered next. A listing is provided for all the reference materials distributed at the training session, followed by a listing of the experts and participants. The following section describes both recent programs and activities offered by UNAFEI, as well as forthcoming programs and activities. Administrative news and a listing of the UNAFEI staff and faculty concludes the newsletter.
