As used in this guide, "stalking" refers to a pattern of criminal and/or apparently innocent behavior that has the effect of inducing in victims fear for themselves or their loved ones. Stalking entails repeat victimization of a person through a series of acts, and it is partly defined by its impact on the victim. The guide notes that stalking is a widespread behavior that is often a feature of relationships that involve domestic violence. An overview of State and Federal anti-stalking laws is followed by an outline of factors that contribute to stalking. A list of the challenges that stalking poses for police is followed by a checklist of questions designed to help police departments understand the prevalence and nature of the stalking problem in their jurisdictions. Measures for determining the effectiveness of police responses to stalking are also outlined. Components of effective responses to the problem of stalking are then identified and discussed.
