Abstract
The mission of the Texas Department of Criminal Justice (TDCJ) is to provide public safety, promote positive change in offender behavior, reintegrate offenders into society, and assist victims of change. This report provides a narrative overview of the organization and an account of agency activities. The report is divided into five sections. The first section, an overview of the department, lists members of the Board of Criminal Justice, highlights of the TDCJ, fund-raising efforts of the TDCJ, how community service aids rehabilitating offenders, an organizational chart of the department, and a financial summary for the department. The second section of the report discusses the activities of the Community Justice Assistance Division (CJAD) which administers adult community supervision in Texas; the Institutional Division which is responsible for the confinement of adult felony offenders who are sentenced to prison; the Parole Division, which supervises offenders released from prison on parole or mandatory supervision to complete their sentences in Texas communities; and the State Jail Division (SJD), created by the legislature in 1993 to provide community-oriented, cost-effective incarceration and rehabilitation for offenders who commit fourth-degree felony offenses, including non-violent property and drug offenses. The third section discusses the activities of the Health Services Division, which ensures access to quality, timely health care for offenders incarcerated within the department; Programs and Services, which coordinates activities that involve two or more divisions; and the Victim Services Division, which coordinates a central mechanism for victims and the public to participate in the criminal justice process, and to reduce victimization through education within an environment of integrity, fairness, compassion, and dignity. The fourth section of the report lists the activities for the Business and Finance Division, the Facilities Division, the General Counsel Division, the Human Resources Division, the Manufacturing and Logistics Division, the Office of the Senior Executive Assistant, the Operations Division, the Private Facilities Division, the Public Information Office, Research, Evaluation and Development, and the Texas Council on Offenders with Mental Impairments. The final section of the report discusses the activities of Administrative Review, the Office of the Inspector General, and the State Council for Offenders, which provides quality legal advice and representation to indigent offenders in Texas prisons.
