This Annual Report of the Illinois Criminal Justice Information Authority (ICJIA) for fiscal year 2003 outlines the diverse nature of the agency's work in criminal justice research, grants administration, and information systems in the State.
Abstract
Established in 1983, the ICJIA is a State agency charged with improving the administration of criminal justice. It brings together key leaders from the justice system and the public to identify critical issues facing the criminal justice system; and it proposes and evaluates policies, programs, and legislation designed to address identified issues. ICJIA's statutory responsibilities are in the areas of information systems and technology, research and analysis, policy and planning, and grants administration. In the area of information technology, in FY2003 the ICJIA continued its support of InfoNet, a state-of-the-art web-based data collection system used by victim service providers across the State. The ICJIA also continued its collaborative efforts with the State police and other State and local agencies in promoting increased integration of justice information systems. Federal dollars were allocated to strategies designed to combat drug and violent crime, fight elder abuse, increase victim services, and provide safety equipment to small law enforcement agencies that serve rural communities. Research has focused on a statewide crime victimization survey to determine general victimization trends in the State. Prisoner re-entry research continued, and a study was completed on disproportionate minority representation in the Cook County juvenile justice system. Information is provided on the actual expenditures of the ICJIA for FY2003, along with a list of ICJIA publications.
