This annual report provides comprehensive information on activities occurring within the State of Virginia’s judicial system for the year 2003. The report is divided into seven major sections. The first section provides a review of the judiciary which includes: a review of major activities of the Virginia judicial system in 2003 undertaken to improve and to expand judicial services to the public; a review of caseload activity in the courts of the Commonwealth during 2002 accompanied by a summary of their jurisdiction and structure; and a review of other important activities including information on the provision of indigent defense services and the involuntary mental commitment process. The report continues with a review of annual activity in the 31 circuits and 32 districts in the Commonwealth and a narrative summary of caseload changes and trends, along with annual summary for the circuit and district courts, and the magistrate system. The third section presents the names of those individuals currently serving on the Judicial Council, the Committee on District Courts and the Judicial Conferences and their committees. Section four presents the names and terms of justices and judges serving in Virginia’s various courts. The fifth section presents personnel salary and classification data for the district courts and magistrate system, followed by the sixth section offering detailed and summary annual caseload data for all the circuit and district courts within the State. The final section presents expenditure and review data for both the circuit and district courts. New information is presented in this report on expanded caseload statistics for the Supreme Court of Virginia, civil and criminal trial rates, and circuit court Commonwealth revenue summary.
