This article discusses the “Use of Force” policy on the training and use of electronic control weapons, and presents guidelines developed in the use of electronic control weapons, specifically stun guns within a simulated training environment.
Abstract
Due to the use of electronic control weapons and a string of recent incidents associated with them and law enforcement, both these weapons and law enforcement have made headlines. Questions have been raised as to the appropriateness of using the devices to control or subdue uncontrollable youth or combative seniors, as well as deaths associated with suspects and detainees following the use of stun guns. The National Sheriffs’ Association Board of Directors recently adopted a standard on the use of “less lethal” techniques or weapons. The policy, “Use of Force” set forth guidelines on the appropriate utilization of these devices, as well as approved training for these devices. This article presents the standard as set forth by the NSA Board of Directors and the 10 guidelines for use of stun guns in simulated training environments. This simulated training can assist in a better understanding in the areas of function, application, and related procedures and policies resulting in officers using these weapons in the most tactically effective, cost-effective manner in order to protect citizens, officers, and suspects.
