This annual report of the Illinois Criminal Justice Information Authority (ICJIA) describes its work in criminal justice research, grants administration, and information systems in the State for fiscal year 2004.
Abstract
The ICJIA continued to award grants to local and State units of government and community-based, nonprofit agencies during the year. State funds supported initiatives of the Motor Vehicle Theft Prevention Council, contributing to a decline in this offense for the 12th straight year. Federal grant funds went toward antigun and antidrug initiatives, safety equipment for law enforcement, and victim services. Two elder abuse conferences hosted by the ICJIA aimed to improve the investigation and prosecution of this crime as well as services for victims. Throughout the year, the ICJIA helped in developing strategies for the full implementation of balanced and restorative justice (BARJ) throughout the State, as it brought together a variety of juvenile justice professionals to develop a strategy for implementing BARJ in the context of Illinois' Juvenile Court Act reforms. The agency was involved in planning for Sheridan Correctional Center's Therapeutic Community program, and the research staff has been conducting a process and impact evaluation of the program since the facility reopened in January 2004. The agency's InfoNet database continues to be a valuable tool for victim service providers; and the Illinois Integrated Justice Information Systems Implementation Board continued its coordination of the development, adoption, and implementation of strategies for sharing justice information across the State. In fiscal 2004, the board began a business case study to identify integration needs across the State, to inventory available resources, and to outline practical solutions for statewide systems integration. Figures for the sources and allocation of funds for fiscal 2004 are reported.
