Issues addressed in these case studies include minority rights, mental health, sick-leave abuse, domestic violence, insubordination, prisoner abuse, improper political involvement, and alcoholism. In addition to describing the background, circumstances, and issues involved in each case, major issues and dilemmas in the case are considered. For each case study, the discussions of the leadership panel that considered the case are provided. Points of consensus and disagreement are discussed. Legal considerations in each case are addressed by legal experts. Lessons to be learned from each case are also outlined. In addition to the case studies, a chapter considers personnel issues and court cases of interest to police agencies in the 2001-2002 term of the U.S. Supreme Court. The issues are related to the following personnel selection and promotion concerns: physical standards, with reference to disability, employee dismissals, and promotion and assignment. Personal conduct issues discussed pertain to the free speech rights of employees, the right of intimate association, and grooming standards.
