The stated mission of the DOC is "to enhance public safety in Tennessee through incarceration and rehabilitation of felony offenders." Of the offender population under DOC supervision in June 2005, 19,432 were in secure facilities, 41,950 were on probation, 965 were under intensive supervision (probation), 6,069 were in community correction grant programs, and 4,456 were in local jails. Personnel data address the number and characteristics of employees, personnel salary comparisons with nearby States, and turnover. Financial data pertain to expenditures and service costs. The incarceration rate and offender population change are compared with other States. Data on secure facilities address capacity and existing population, capacity compared with the projected population, and unmet bed demand. Other tables address inmate demographics, average sentence length, admissions and releases, time served by releasees, and institutional programs. Other data address security designation; the average daily population; demographics by facility; population by primary offense; the number of inmates incarcerated over 10 years; inmate incidents; and inmate assaults, deaths, and escapes. The DOC maintained accreditation with a final compliance score of 98.5. During the fiscal year, 93.8 percent of inmates were assigned to jobs. Of the HIV positive offenders, 86 percent were treated with anti-retroviral agents. Some major accomplishments during the year were the initiation of a new reporting system to ensure compliance with the Prison Rape Elimination Act, the establishment of 11 task forces to shape the future of the DOC, 1,255,281 hours of community service performed, and collaboration with the University of Tennessee at Martin to start a satellite campus at the West Tennessee State Penitentiary's training center. The center will provide continuing education for staff and community residents.
