The purposes of the Convention are stated to be the prevention and combating of sexual exploitation and sexual abuse of children; protection of the rights of child victims of sexual exploitation and sexual abuse; and the promotion of national and international cooperation against sexual exploitation and sexual abuse of children. Regarding principles for preventive measures, the Convention states that each party shall take the necessary legislative or other measures to prevent all forms of sexual exploitation and sexual abuse of children. Guidelines are offered for prevention in the following areas: the recruitment, training, and awareness-raising of individuals who work in contact with children; education for children; preventive intervention programs or measures; measures for the general public; and the participation of children, the private sector, the media, and civil society. Another chapter of the Convention focuses on national measures of coordination and collaboration, followed by a chapter on principles and measures for protecting and assisting victims of child sexual exploitation and sexual abuse. Other chapters of the Convention address principles and features of intervention programs or measures; substantive criminal law; investigation, prosecution, and procedural law; recording and storing of data; international cooperation; monitoring mechanism; relationship with other international instruments; and procedures for amendments to the Convention.
