After describing the features of the Socioeconomic Mapping and Resource Topography (SMART) system offered free by the U.S. Justice Department's Office of Juvenile Justice and Delinquency Prevention (OJJDP), this report explains and presents cases that illustrate how SMART can be used in various criminal justice contexts. Note: The Socioeconomic Mapping and Resource Topography (SMART) system is no longer funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP), therefore the Web-accessible application is no longer available.
Abstract
SMART is a geographic information and Web-based mapping application that pinpoints specific geographic areas of crime and delinquency, as well as nearby governmental and community resources available to prevent and control crime and delinquency. Along with maps, SMART creates tables and graphs that illustrate a wide variety of data on socioeconomic factors such as housing, population, crime, health, and mortality. SMART is regularly updated to give the maps greater accuracy and enhanced technical capability. SMART helps Federal, State, and local decisionmakers target areas of greatest need and allocate resources accordingly. After describing the features of SMART, this report explains how the following criminal justice agencies and professionals may use SMART in their work: Federal juvenile program managers, State juvenile justice program administrators, local law enforcement agencies, a multijurisdictional gang task force, community coalitions, and grant writers.
