Budgets are a constant consideration for courts, and in today's economic crisis the budgets are in the forefront. In this report, articles focus on the effects of budget cuts on those who work in the courts, as well as those who depend on services the courts provide. While some courts may be tempted to forgo "luxury items" such as strategic planning during an economic downturn, others maintain that strategic planning is even more essential for justifying court budgets and improving operations. However, while economy continues to be the number one concern for courts, this year's report also considers environmental "green" issues. Other important topics featured in the report include veterans' treatment courts, public guardianship, possible future of drug courts and of problem-solving court techniques in general, court security, and the effects of immigration on courts. As in past editions of the report, the examination of performance measurement and management in State appellate and supreme courts continues.
