This guidebook intends to assist in filling operational gaps and providing examples of how various law enforcement agencies across the Nation use strategies to better safeguard communities from sex offenders.
Abstract
First, it provides an overview of the sex offender population, followed by descriptions of law enforcement prevention and enforcements strategies. Examples are featured from jurisdictions across the country. The examples cited include law enforcement activities that inform the community of the presence of registered sex offenders; verification of compliance with registration laws; locating noncompliant or absconded offenders; investigating violations of aforementioned laws and new sex offenses; responding to victims of sex crimes; and educating the community about personal safety precautions and crime-prevention activities. Volunteers play a significant role in some jurisdictions in enhancing law enforcement's ability to monitor and track sex offenders in the community. Many State, local, and tribal law enforcement agencies are struggling to address a variety of policy and operational issues that include, but are not limited to tracking convicted sex offenders not under formal/community supervision; compiling and collecting key information and documents for comprehensive investigations; and responding effectively to community fears and concerns about sex offenders. Key policy and procedural issues that impact all levels of law enforcement have emerged. These pertain to residency restrictions for registered sex offenders, homeless sex offenders, and interstate movement of sex offenders.
