This report presents a compilation of advances in juvenile justice reform across the Nation between 2009 and 2011, presented by State.
Abstract
For each type of reform, notable reforms in specific States are briefly described. The juvenile justice reforms addressed are in the areas of adjudication and sentencing; alternatives to detention and youth prisons; mental competency to understand proceedings and assist one's attorney; confinement conditions; confidentiality and expungement; disproportionate minority contact; facility closures and downsizing; gangs; girls in the juvenile justice system; immigrant youth in the system; international standards; and interrogations and confessions. Other reforms addressed pertain to juvenile defense and court process; lesbian, gay, bisexual, transgender, and questioning youth in the system; mental health and substance abuse; organizational and large-scale change; probation, parole, and reentry; school-to-prison pipeline; and screening and assessment. Remaining reform efforts pertain to sex offender laws and registries; sexual exploitation of Youth; status offenses; youth in the adult system; and youth involved in the juvenile justice and child welfare systems.
