This report describes the advances in juvenile justice reforms by State that occurred in 2006-2007.
Abstract
In June 2006, the National Juvenile Justice Network (NJJN) presented its first compilation of advances in the juvenile justice field for the preceding 12 months. The current report is the second compilation of juvenile justice reforms. It indicates that the momentum for positive changes in juvenile justice systems across the country continues to build. A sampling of the reforms that have occurred in 2006 and 2007 is presented. The information provided includes State legislation that has been enacted, the outcomes of legal challenges to existing conditions, and significant administrative and regulatory changes. The reforms are organized according to the following categories: organizational and large-scale changes; adjudication; conditions of confinement; alternative and community-based services; disproportionate minority contact; indigent defense; reentry-aftercare-community integrated system-based services; girls and lesbian, gay, bisexual, and transgender youth in the system; youth who are both dependent and delinquent; and gangs. Under each of these categories of reform, advances are noted for each State where they have occurred. An index by State is provided.
