This document from the National Institute of Corrections presents information about a toolkit for use by jails and juvenile agencies to manage implementation of the Prison Rape Elimination Act.
Abstract
The Prison Rape Elimination Act (PREA) of 2003 established a set of standards that are intended to make confinement facilities safer for inmates and corrections staff. The standards for State and local agencies took effect in August 2012, and beginning in August 2013, all correctional facilities in the country will begin to undergo compliance audits to determine their progress towards implementation of the standards. To assist agencies with implementation of the PREA standards, the National Institute of Corrections (NIC) developed two interactive toolkits. These toolkits, one designed for juvenile facilities and the other for jails, will enable agencies to "conduct a self-assessment, map their PREA audit readiness, prioritize their compliance planning, identify their resource needs, and document their work to date." This article provides information for agencies on how to use these toolkits and make PREA implementation manageable, and the four steps involved in completing the toolkit process: step 1 - Self-Assessment; step 2 - Review (or Complete) the Self-Assessment Checklist Summary; step 3 - Complete the Action Plans; and step 4 - Save Your Work.
