This guide provides strategies to correctional agencies that will assist them in complying with the Prison Rape Elimination Act (PREA), which sets standards for ensuring that information about PREA and rape victim services are accessible to incarcerated people with disabilities.
Abstract
This guide is important because disabled people in correctional facilities are particularly vulnerable for sexual abuse and/or harassment. The guide begins with an overview of the PREA standards that specifically refer to people with disabilities, including the types of disabilities covered in this guide. The guide then presents background information on the legal considerations that must be addressed in complying with PREA requirements for correctional facilities, followed by descriptions of strategies for making PREA information and victim services accessible to disabled inmates. Strategies specific to increasing the accessibility of PREA information and services are then provided. The general discussion of accessibility strategies for PREA information and services is followed by suggestions that focus on people with sensory, cognitive, or psychiatric disabilities. The guide concludes with a description of resources for developing partnerships and training that assists facility administrators and staff in learning more about the topics addressed in the guide.
