OVC grantees developed and improved law enforcement's capacity to provide comprehensive services to crime victims and their family members in the aftermath of violent crime, with attention to the elimination of gender bias when responding to sexual and domestic violence cases. Also, OVC assisted communities in developing plans for responding to mass violence and other high-profile incidents. OVC used congressionally appointed Vision 21 funds to support a national project to ensure that tribal victims have access to information on comprehensive services. OVC supported training and technical assistance intended to improve service providers' capacity to support and integrate victim-related research and evaluation activities. OVC continued its efforts to address the specific needs of human-trafficking victims, launching several new programs for improving the quality and quantity of victim services. In addition, OVC funded a Language Access Fellow to lead the development of a comprehensive and long-term plan to reach deaf, hard-of-hearing, and limited English proficient communities through OVC programs, products, and services.
