Abstract
THE FEDERAL BUREAU OF INVESTIGATION AND INTERNAL REVENUE SERVICE WERE USED BY THE ADMINISTRATION FOR POLITICAL PURPOSES. FEDERAL NARCOTICS PROGRAMS BECAME ORIENTED TOWARD GENERATING PUBLICITY AND ENHANCING THE PERSONAL STATURE OF THOSE INVOLVED. THE AUTHOR RECOMMENDS THE REMOVAL OF FEDERAL LAW ENFORCEMENT FROM POLITICAL CONTROL, NUMEROUS CHANGES IN MANAGEMENT POLICY AT ALL LEVELS, AND INCREASED USE OF CIVIL ENFORCEMENT TECHNIQUES.
