Abstract
AMBIGUITIES IN LEGISLATION ESTABLISHING THE FEDERAL BUREAU OF INVESTIGATION ARE DISCUSSED AND A SUMMARY OF PROPOSED GUIDELINES TO GOVERN FUTURE CONDUCT IS INCLUDED. HISTORICAL LOOKS AT THE DEPARTMENT'S USE OF ELECTRONIC SURVEILLANCE AND THE EXPANDING FUNCTIONS OF THE CIVIL RIGHTS DIVISION ARE PROVIDED. BRIEF COVERAGE IS ALSO ACCORDED THE JUSTICE DEPARTMENT'S CURRENT WORK IN THE AREA OF CRIME CONTROL.
