EVALUATION OF THE MASSACHUSETTS DISTRICT COURT PROSECUTOR PROGRAM TO DETERMINE THE EFFECTS OF ITS EXPANSION AND INTEGRATION INTO THE DISTRICT ATTORNEY'S OFFICE AND ITS POTENTIAL AS AN INSTRUMENT OF CRIMINAL JUSTICE REFORM.
Abstract
THE EVALUATORS ATTEMPTED BOTH A SUBJECTIVE AND OBJECTIVE ANALYSIS OF THE PROGRAM. TEN PROSECUTORS AND/OR ASSISTANT PROSECUTORS AND STAFF MEMBERS OF THE NATIONAL CENTER FOR PROSECUTION MANAGEMENT WERE ORGANIZED INTO TEN EVALUATION TEAMS. THE TEAMS VISITED 30 COURT SITES AND THE NINE DISTRICT ATTORNEY'S OFFICES IN MASSACHUSETTS AND MADE OBSERVATIONS AND RECOMMENDATIONS BASED ON A QUESTIONNAIRE PREPARED BY THEM TO MAKE CONSISTENCY IN EVALUATING POSSIBLE. INDIVIDUAL TEAM EVALUATIONS WERE ANALYZED AND RECOMMENDATIONS WERE MADE TO CONDUCT FURTHER STUDIES AND TO EXPAND TRAINING. THE REPORT WAS FINALIZED WITHIN A THREE MONTH PERIOD.
