A COMPREHENSIVE SERIES OF RECOMMENDATIONS ARE PRESENTED ON SUCH AREAS AS MODIFICATIONS OF THE PRESENT CORRECTIONS SYSTEM, ALTERNATIVES TO THE USE OF CRIMINAL SANCTIONS, THE JUVENILE OFFENDER, AND CITIZEN PARTICIPATION.
Abstract
IN MAY, 1971, THE CITIZENS STUDY COMMITTEE ON OFFENDER REHABILITATION WAS APPOINTED, AND WAS INSTRUCTED TO DEVELOP PRACTICAL AND CREATIVE SOLUTIONS FOR WISCONSIN'S OFFENDER REHABILITATION EFFORTS. THE STUDY COMMITTEE ESTABLISHED AS ITS MOST FUNDAMENTAL PRIORITY THE REPLACEMENT OF INSTITUTIONAL CORRECTIONS WITH A COMMUNITY-BASED NON-INSTITUTIONAL SYSTEM. LONG-RANGE RECOMMENDATIONS TO THIS EFFECT ARE FIRST PROVIDED. THE COMMITTEE THEN INDICATES SEVERAL INTERIM MODIFICATIONS TO THE PRESENT SYSTEM, INCLUDING SUGGESTIONS ON SUCH ISSUES AS INMATE LEGAL RIGHTS, PRISON PROGRAMS AND SERVICES, PROBATION AND PAROLE, LEGAL DISABILITIES OF EX-OFFENDERS, AND CORRECTIONAL OMBUDSMEN. ALTERNATIVES AND LIMITATIONS TO CRIMINAL SANCTIONS SUCH AS PRE-TRIAL DIVERSION, VICTIM RESTITUTION, DECRIMINALIZATION OF CERTAIN VICTIMLESS CRIMES, AND TREATMENT OF THE ADDICT ARE ALSO REVIEWED. FINALLY, RECOMMENDATIONS CONCERNING POLICE, THE COUNTY SHERIFF, PROSECUTION AND DEFENSE, AND COUNTY JAILS ARE PROVIDED.
