Annotation: RECOMMENDATIONS FOR, AND GUIDELINES TO IMPROVEMENT OF, TOTAL POLICE SERVICES FOR COUNTY AND MUNICIPALITIES.
Abstract: PRINCIPAL FACTORS IN THIS PROGRAM ARE THE DIRECTION AND APPROACH TAKEN AND THE EXTENT OF COOPERATION BY MUNICIPALITIES. A FUNCTIONAL ORGANIZATION AND STAFFING PLAN IS PROPOSED. THE STAFF AND INSPECTION FUNCTION INCLUDE PERSONNEL, TRAINING, INFORMATION SYSTEMS, AND COMMUNITY RELATIONS. RECORDS, COMMUNICATIONS, AND DATA PROCESSING ARE AUXILIARY SERVICES. SECONDARY LINESERVICES INCLUDE INVESTIGATION, VICE, AND YOUTH AND WOMEN'S DIVISIONS.
