EVALUATION OF THE OVERALL MANPOWER ALLOCATION LEVEL, INCLUDING DEPARTMENTAL METHODS OF MANPOWER DEPLOYMENT AND UTILIZATION, OF THIS POLICE FORCE HAVING A STRENGTH OF 51 (SWORN) FOR A POPULATION OF 40,000 IN 10.06 SQUARE MILES.
Abstract
THIS EVALUATION ALSO CONSIDERED THE NEED FOR ADDITIONAL POLICE PROGRAM SERVICES, THE SUITABILITY OF COMPENSATION PRACTICES FOR THE PERSONNEL CLASSIFICATION OF PATROLMAN, AND SELECTED AREAS OF DEPARTMENTAL ORGANIZATION, OPERATING POLICIES, AND PROCEDURES. THIS TWO-DAY ONSITE EVALUATION WAS CONDUCTED IN JANUARY 1976 AND INVOLVED INTERVIEWS WITH KEY MEMBERS OF THE POLICE DEPARTMENT, CITY OFFICIALS, AND COMMUNITY LEADERS, ON-SITE OBSERVATION OF POLICE-ACTIVITIES; AND AN EXAMINATION OF HISTORICAL DATA, INCLUDING CALL FOR SERVICE LEVELS AND SUPPORT SERVICE ACTIVITIES. STUDY FINDINGS AND CONCLUSIONS ARE PRESENTED. RECOMMENDATIONS INCLUDE: THE CREATION OF CRIME PREVENTION/COMMUNITY RELATIONS, CRIME ANALYSIS/PLANNING AND RESEARCH, AND SPECIAL INVESTIGATIONS UNITS; THE ADDITION OF FOURTEEN SWORN AND FOUR CIVILIAN POSITIONS; THE ASSIGNMENT OF ELEVEN ADDITIONAL PERSONNEL TO PATROL ACTIVITIES; BASING STAFFING ON THE SYSTEMATIC ANALYSIS OF WORKLOAD DATA; THE REPLACEMENT OF SWORN PERSONNEL IN THE RECORDS, COMMUNICATIONS, PROPERTY AND EVIDENCE CONTROL, PRISONER BOOKING AND CUSTODY, AND CRIME ANALYSIS/PLANNING AND RESEARCH AREAS WITH CIVILIAN PERSONNEL; AND ELIMINATION OF THE 48-HOUR REGULAR WORK WEEK AND LACK OF OVERTIME COMPENSATION FOR PATROL PERSONNEL.
