THIS REPORT DESCRIBES THE DEVELOPMENT, ACTIVITIES, AND ACCOMPLISHMENTS OF THE NATIONAL VOLUNTEER PAROLE AIDE PROGRAM (VPA), WHICH WAS DESIGNED TO INVOLVE VOLUNTEER LAWYERS IN LOCAL PAROLE SYSTEMS AS ONE-TO-ONE COUNSELORS.
Abstract
THE NATIONAL VOLUNTEER PAROLE AIDE PROGRAM WAS ESTABLISHED IN RESPONE TO THE RECOGNITION OF THE NEED FOR PAROLE VOLUNTEER SERVICES. SINCE ITS INCEPTION, THE VPA HAS INVOLVED OVER 2500 PAROLEES AND ATTORNEY VOLUNTEERS IN ONE-TO-ONE RELATIONSHIPS. THE PATH FROM THE CONCEPTION OF THE PROGRAM THROUGH ITS NATIONWIDE IMPLEMENTATION, AND THE ESTABLISHMENT OF STATE PROJECTS, FINALLY CULMINATING WITH THE PERMANENT ADDITION OF PAROLE VOLUNTEER SERVICES WITHIN THE CORRECTIONAL SYSTEMS OF SEVERAL VPA STATES IS DETAILED IN THIS REPORT. AMONG THE SPECIFIC AREAS DISCUSSED IN THIS DOCUMENT ARE THE NATIONAL PROGRAM MANAGEMENT, THE ROLE AND ACTIVITIES OF THE NATIONAL OFFICE, THE VPA PROGRAM ACTIVITIES, THE INITIAL FUNDING OF STATE PROJECTS, THE VOLUNTEER ROLE, THE PAROLE STAFF ORIENTATION AND TRAINING, RECRUITMENT, AND CONSIDERATIONS IN MATCHING VOLUNTEERS AND PAROLEES. EVALUATIONS OF THE NATIONAL PROGRAM AND THE INDIVIDUAL STATE PROGRAMS ARE BRIEFLY SUMMARIZED. EFFORTS TO EXPAND THE VOLUNTEER PROGRAM BEYOND LAWYER VOLUNTEERS ARE DESCRIBED AS WELL. ATTACHED IS A SEPARATE BOOKLET, 'VOLUNTEER PAROLE AIDE PROGRAM - GOALS AND ACCOMPLISHMENTS, 1971-1975', WHICH CONTAINS THE CONCLUSIONS TO THIS REPORT.
