EVALUATION OF THE MISSOURI PROBATION AND PAROLE PROGRAM TO USE VOLUNTEERS TO INCREASE PERSONAL CONTACT WITH CLIENTS, BROADEN COMMUNITY RESOURCES, INCREASE PUBLIC AWARENESS, AND DEVELOP MANAGEMENT SKILLS OF PAID WORKERS.
Abstract
THE PRIMARY OBJECTIVES OF THE EVALUATION WERE TO MAKE RECOMMENDATIONS FOR IMPROVING THE OVERALL QUALITY OF THE PROGRAM AND TO DOCUMENT ITS UNIQUE QUALITIES. SECONDARY OBJECTIVES INCLUDED DETERMINING WHICH CLIENTS WERE BEING SUPERVISED BY VOLUNTEERS, HOW CLIENTS AND VOLUNTEERS ARE MATCHED, WHAT TYPE OF VOLUNTEERS WERE BEING RECRUITED AND WHAT TYPE ARE LEAVING THE PROGRAM. OBJECTIVE AND IMPRESSIONISTIC INFORMATION WAS GATHERED BY OBSERVING DATA FROM SELF-REPORTING FORMS; STRUCTURED INTERVIEWS; AND REVIEW OF PROGRAM MATERIALS, VOLUNTEER TRAINING PROGRAMS, THE ANNUAL REPORT, AND OTHER RELEVANT MATERIALS. RECOMMENDATIONS INCLUDE STRENGTHENING THE PROGRAM'S BASIC PROGRAMMATIC MAINTENANCE FUNCTIONS.
