FINAL REPORT ON A PROJECT TO PROVIDE INTENSIVE PROBATION SUPERVISION AND SERVICES FOR JUVENILE OFFENDERS (AGES 10 TO 17) WHO RESIDED IN A TARGET AREA IN PORTLAND AND HAD COMMITTED BURGLARY, ASSAULT, ROBBERY, HOMICIDE OR RAPE.
Abstract
PROBATION WAS A REQUIREMENT FOR ADMISSION TO THE NEIGHBORHOOD-BASED PROGRAM, ALLOWING FOR THE DISPOSITION OF EITHER FORMAL OR INFORMAL PROBATION. THE INTENSIVE COUNSELING EXPERIENCE WAS ACHIEVED BY LIMITING CASELOAD SIZE AND BY CONTRACTING FOR THAT REHABILITATIVE SERVICES WERE DETERMINED TO BE NECESSARY BUT COULD NOT BE PROVIDED BY PROJECT STAFF OR OTHERWISE OBTAINED IN THE COMMUNITY. THE EVALUATION METHODOLOGY INVOLVED A SUBJECTIVE ASSESSMENT OF THE PROJECT BY STAFF SUPERVISORS.
