TRENDS IN DRUG ABUSE POLICY, BEGINNING WITH THE PASSAGE OF THE NARCOTIC ADDICT REHABILITATION ACT OF 1966, ARE DESCRIBED AND ANALYZED, AND THEIR IMPLICATIONS FOR THE ADMINISTRATION OF JUSTICE DISCUSSED.
Abstract
MOST RECENT POLICY IS SEEN TO BE AN ATTEMPT TO INCORPORATE ASPECTS OF PREVIOUS TREATMENT AND SOCIAL CONTROL POLICIES. THE AUTHOR URGES THAT CRIME AND ADDICTION BE TREATED AS SEPARATE PROBLEMS. ADDICTION MIGHT BEST BE DEALT WITH BY ATTACKING THE SOCIAL DEPRIVATIONS WHICH ARE ASSOCIATED WITH IT. FOR THOSE ADDICTS WHO CANNOT OR DO NOT WANT TO, END THEIR DEPENDENCE, HEROIN MAINTENANCE PROGRAMS MIGHT BE EXPERIMENTED WITH AS A MEANS OF CONTROLLING THE CRIME ASSOCIATED WITH ADDICTION.
