SOME RAMIFICATIONS OF DRUG DIVERSION, A NEW APPROACH NOW IN EFFECT TO HANDLE THE BASIC ISSUE OF THE INVOLUNTARY TREATMENT OF DRUG OFFENDERS IN CALIFORNIA, ARE DISCUSSED.
Abstract
THIS APPROACH DIVERTS FIRST OFFENDERS, FOLLOWING FORMAL ARREST, TO TREATMENT PROGRAMS. IT IS ARGUED THAT THIS PROGRAM IS PRIMARILY USED FOR THOSE INVOLVED IN DRUG USE, RATHER THAN DRUG ABUSE. THEREFORE, THOSE MOST IN NEED OF TREATMENT ARE NOT AFFECTED.
