Abstract
THIS SUMMARY, WHICH IS VOLUME I OF A TWO-VOLUME REPORT, PRESENTS A BACKGROUND DESCRIPTION OF THE CDS PROGRAM, PRESENTS PROJECTED COSTS AND BENEFITS OF EACH COMPONENT OF THE PROGRAM, AND DISCUSSES TWELVE POLICY ISSUES WHICH SHOULD BE STUDIED FOR IMPROVED COST-EFFECTIVENESS.
