THIRD PART OF A FOUR VOLUME REPORT EXAMINING THE POTENTIAL APPLICATIONS OF AUTOMATIC VEHICLE LOCATION TO LAW ENFORCEMENT OPERATIONS AS A MEANS OF IMPROVING THE MANAGEMENT OF MOBILE RESOURCES.
Abstract
THIS VOLUME EXAMINES THE INTERRELATIONSHIPS BETWEEN THE SYSTEM TECHNOLOGY AND DISPATCH OPERATIONS FROM AN OPERATIONAL ANALYSIS VIEWPOINT TO DETERMINE POTENTIAL BENEFITS AND TO IDENTIFY CRITICAL PERFORMANCE PARAMETERS. AN ANALYSIS OF THE PERFORMANCE OF SIX COMMERCIAL SYSTEMS IS ALSO PRESENTED. IT IS FOUND THAT THE BENEFITS OF AUTOMATIC VEHICLE LOCATION CANNOT BE FULLY REALIZED WITHOUT AN EFFICIENT DISPATCH SYSTEM, AND THAT SYSTEM PERFORMANCE PARAMETERS ARE UNIQUE TO EACH LAW ENFORCEMENT OPERATION. TWO AREAS WHICH MERIT FURTHER INVESTIGATION AND DEVELOPMENT ARE IDENTIFIED AS A COMMUNICATIONS PROTOCOL RELATED TO OPERATIONAL DEMAND AND SYSTEM DEFINITION GUIDELINES TO ASSIST INDIVIDUAL LAW ENFORCEMENT AGENCIES IN THE DETERMINATION OF SYSTEM PERFORMANCE REQUIREMENTS.
