RESULTS OF THE SECOND PHASE OF A STUDY TO DETERMINE IF CRIME DISPLACEMENT IS TAKING PLACE IN THE CLEVELAND AREA AS A RESULT OF IMPACT CITIES PROGRAMMING AND THE AMOUNT, NATURE, AND JURISDICTIONAL LOCATION OF DISPLACED CRIME.
Abstract
THE PHASE TWO EFFORT IMPLEMENTED THE DATA COLLECTION PLAN DEVELOPED IN PHASE ONE OF THE STUDY. DUE TO FINANCIAL LIMITATIONS, ANALYSES WERE CONFINED TO TWO AGGREGATE TYPES OF CRIME IN ONLY FIVE AGGREGATE JURISDICTIONS WITH MONTHLY DATA FOR THE PERIOD JANUARY 1970 THROUGH JUNE 1974. THE TWO VARIABLES EXPLAINED BY THE STATISTICAL MODELS IN THIS EFFORT WERE THE MONTHLY NUMBER OF BURGLARIES/ROBBERIES PER CAPITA IN EACH OF CUYAHOGA COUNTY'S FIVE MOBILE RADIO DISTRICTS (MRD) AND THE MONTHLY NUMBER OF LARCENIES/AUTO THEFTS PER CAPITA IN EACH OF THE FIVE DISTRICTS. RESULTS INDICATE THAT IMPACT PROGRAMMING HAS HAD A DETERRENT EFFECT ON BURGLARIES AND ROBBERIES IN THE METROPOLITAN CLEVELAND MRD, BUT NO SIGNIFICANT INCREASE HAS BEEN REFLECTED IN THE FOUR SUBURBAN AREAS. CONVERSELY, IMPACT PROGRAMMING HAS HAD A WEAKER EFFECT ON LARCENIES/AUTO THEFT IN METROPOLITAN CLEVELAND WHILE THERE IS STRONG EVIDENCE OF DISPLACEMENT OF THESE TYPES OF CRIMES IN THE SUBURBS.
