MORE SPECIFICALLY, THIS REPORT DESCRIBES PORTSMOUTH'S DEMOGRAPHY, GEOGRAPHY, ECONOMY, GOVERNMENTAL STRUCTURE, RESOURCES AND CRIME SITUATION AS FACTORS AFFECTING AND REFLECTING CJS (CRIMINAL JUSTICE SYSTEM) OPERATIONS AND EFFECTIVENESS. IT FOCUSES ON CURRENT CJS OPERATIONS, EMPHASIZING THEIR RESPONSIBILITY AND EFFICACY. FINALLY, IT IDENTIFIES AREAS WHERE NEW PROCESSES MAY BE INITIATED OR CURRENT PROCESSES AND PRACTICES MAY BE EXPANDED, TERMINATED OR MODIFIED.
