Abstract
THE BOARD'S POWERS AND PROCEDURES ARE EXPLAINED AND THE CURRENT MODIFIED INDETERMINATE SENTENCING SYSTEM IN USE IN THE STATE IS ANALYZED. AN ALTERNATIVE SENTENCING STRUCTURE, BASED ON A VIEW OF INCARCERATION AS A PUNISHMENT RATHER THAN A REHABILITATIVE PROCESS, IS PROPOSED.
