THIS STUDY OF INMATES IN PRISONS IN THE SOUTH-EAST OF ENGLAND DISCLOSES THAT NEARLY ONE THIRD OF SHORT-TERM SENTENCED MEN ARE PETTY OFFENDERS FOR WHOM INCARCERATION IS NOT EFFECTIVE.
Abstract
FURTHERMORE, IT IS THE HOMELESS, PETTY SHORT-TERM OFFENDER WHO POSES THE GREATEST PROBLEM OF THE WHOLE GROUP IN TERMS OF RECIDIVISM. SHORT-TERM SENTENCES ARE THOSE UP TO AND INCLUDING 18 MONTHS. OTHER CHARACTERISTICS OF SHORT-TERM PETTY OFFENDERS ARE DESCRIBED.
