FIRST ANNUAL REPORT OF A SAN DIEGO PROGRAM TO CONCENTRATE PROSECUTORIAL RESOURCES ON CAREER CRIMINALS WHO COMMIT ROBBERIES AND ROBBER-RELATED HOMICIDES.
Abstract
THE PROGRAM SOUGHT TO REDUCE ROBBERIES AND RELATED DEATHS THROUGH A SYSTEM OF IDENTIFYING THE CAREER CRIMINAL, OBTAINING HIGH BAIL FOR HIM, PETITIONING FOR MAXIMUM SENTENCES, SEEKING CONSECUTIVE SENTENCES FOR MULTIPLE CONVICTIONS, AND OBTAINING MAXIMUM PUBLIC EXPOSURE OF PROGRAM GOALS AND SUCCESSES TO MAXIMIZE DETERRENT EFFECT. CRIMINAL STATISTICS INDICATE THAT TARGET CRIMES WERE REDUCED DURING THE PROGRAM YEAR, HOWEVER, DUE TO AN OVERALL DECREASE IN CRIME, IT WAS IMPOSSIBLE TO DETERMINE THE PROGRAM'S IMPACT ON THE REDUCTION.
