AN ASSESSMENT OF THIS ORGANIZATION DESIGNED TO PROVIDE LEAA GRANT ADMINISTRATION FOR PHILADELPHIA, TO DEVELOP AND MONITOR CRIMINAL JUSTICE PROGRAMS, AND TO DEVELOP A CRIME SPECIFIC PLAN FOR ROBBERY AND BURGLARY REDUCTION.
Abstract
THIS EVALUATION WAS CONDUCTED TO ASSESS THE MAYOR'S CRIMINAL JUSTICE IMPROVEMENT TEAM (MCJIT) OPERATIONS, TO IDENTIFY PROBLEM AREAS AND SUGGEST SOLUTIONS, AND TO PROVIDE LONG RANGE ROLE AND OPERATIONAL RECOMMENDATIONS FOR MCJIT. THE EVALUATION WAS CONDUCTED ON THE FOUR ELEMENTS THAT MAKE UP THE MCJIT: THE NEEDS OR OBJECTIVES THE CRIMINAL JUSTICE SYSTEM OF PHILADELPHIA HAS FOR THE MCJIT; THE MCJIT INTERNAL OPERATIONS; THE OUTPUTS OF MCJIT; AND THE IMPACTS OF THE MCJIT AGENCY ON THE PHILADELPHIA CRIMINAL JUSTICE SYSTEM. THE EVALUATION METHODOLOGY CONSISTED OF A QUICK SCAN OF ALL PROGRAM AREAS TO IDENTIFY THE RELATIVE 'HEALTH' OF EACH OF THE COMPONENTS, AND AN INDEPTH EVALUATION OF EACH COMPONENT WHICH AT FIRST SCAN DID NOT SEEM ACCEPTABLE. THE MCJIT WAS FOUND TO BE FULFILLING CRIMINAL JUSTICE NEEDS; HOWEVER, A ROLE WITH MORE ON-LINE ADVISORY, EVALUATION AND IMPLEMENTION DUTIES WAS RECOMMENDED. THE INTERNAL OPERATIONS ANALYSIS INDICATED PROBLEMS IN DECISION MAKING HANDLING OF INFORMATION AND PROCEDURES; A REORGANIZATION TO STRENGTHEN ORGANIZATIONAL MANAGEMENT WAS SUGGESTED. THE OUTPUT ANALYSIS SHOWED MEANINGFUL ONLINE ASSISTANCE TO CLIENTS, BUT IT WAS NOTED THAT MAJOR REVISIONS WERE NECESSARY IN THE CRIME SPECIFIC PLAN. THE IMPACT ANALYSIS INDICATED THAT MCJIT AIDED IN PROGRAM DEVELOPMENT, PROVIDED IMPROVED GRANTSMANSHIP, AND IMPROVED TECHNICAL ASSISTANCE.
