Abstract
THE ARTICLE CONCLUDES THAT THE LAW DOES A GOOD JOB AT PREVENTING MOST OF THE POSSIBLE OFFENSES THAT COULD BE CARRIED OUT, BUT IS INADEQUATE IN PROVIDING FOR THE DETECTION AND PROSECUTION OF THOSE OFFENSES THAT ARE CARRIED OUT. RECOMMENDED ARE INTERNATIONAL ADMINISTRATIVE ORGANIZATIONS TO MONITOR AND REVIEW THE LEGALITY OF BUSINESS OPERATIONS. --IN FRENCH
