REPORT ON THE SECOND YEAR OF A PROJECT IN ILLINOIS WHICH EMPLOYS CITIZEN VOLUNTEERS TO MONITOR COURT PROCEEDINGS AND EVALUATE THE QUALITY OF JUSTICE ADMINISTERED THERE.
Abstract
DURING 1975-76, OVER 300 TRAINED VOLUNTEERS EVALUATED MORE THAN 17,000 PROCEEDINGS IN COOK, DUPAGE, CHAMPAIGN, WARREN, ST CLAIR, ROCK ISLAND, AND WINNEGABO COUNTIES OVER A FIVE MONTH PERIOD. DATA REGARDING THE CONDUCT OF JUDGES AND COURT PERSONNEL, CONTINUANCES, PHYSICAL FACILITIES, AND INFORMATIONAL FACILITIES WERE COLLECTED AS THE FIRST STEP IN IDENTIFYING AND REMEDYING PROBLEMS FACING CITIZENS IN THE LOWER CRIMINAL COURT SYSTEM. IN ADDITION TO DESCRIPTIONS OF PROBLEMS OBSERVED BY THE VOLUNTEER COURT WATCHERS, THIS REPORT SUMMARIZES THE FINDINGS FOR EACH COUNTY OBSERVED.
