Abstract
A DISCUSSION OF TRENDS IN JUVENILE FEMALE OFFENSES, OFFENDERS, AND PROCESSING CONCLUDES THAT, CONTRARY TO POPULAR OPINION, THE TYPICAL PROFILE OF THE INCARCERATED FEMALE JUVENILE - A GIRL WHO HAS BEEN INSTITUTIONALIZED FOR STATUS OFFENSES SUCH AS PROMISCUITY OR UNMANAGEABILITY - HAS NOT BEEN AFFECTED BY DUE PROCESS DECISIONS (SUCH AS GAULT) OR THE WOMEN'S LIBERATION MOVEMENT. ALSO EXAMINED ARE SEXUALLY BASED DIFFERENTIAL TREATMENTS AND THE NEED FOR COURT AND CORRECTIONAL PERSONNEL TO OVERCOME PERSONAL HANG-UPS REGARDING FEMALE JUVENILE OFFENDERS. THE NEED FOR COURT MONITORING IS JUSTIFIED AS A MEANS OF ENSURING ADEQUATE AND APPROPRIATE TREATMENT FOR DIFFICULT CASES (MENTALLY RETARDED, EMOTIONALLY DISTURBED, AND NEGLECTED/DEPENDENT JUVENILES). IT IS ALSO SUPPORTED AS A WAY OF GUARANTEEING THAT EACH JUVENILE RECEIVES THE TREATMENT TO WHICH HE IS ENTITLED AND WHICH THE COURT SAYS HE SHOULD BE GETTING. THE BASIC STEPS AND PROCEDURES OF MODEL MONITORING BY THE COURT ARE OUTLINED. THIS IS FOLLOWED BY A CONSUMERS REPORT ON WHAT IT IS LIKE TO BE A JUVENILE ON PROBATION IN CALIFORNIA.
