A DESCRIPTION OF THE PROGRAMS AND ACTIVITIES OF THE PROCTOR PROGRAM, WHICH PROVIDES INDIVIDUALIZED ATTENTION TO SEVERELY TROUBLED JUVENILES REQUIRING SECURE DETENTION WHILE AWAITING COURT APPEARANCES.
Abstract
ADMINISTERED BY THE NEW BEDFORD CHILD AND FAMILY SERVICE, THIS PROGRAM HAS SERVED 220 YOUTHS DURING THE FIRST TWO YEARS OF OPERATION. EACH YOUTH PARTICIPATING IN THE PROGRAM LIVES IN CONVENTIONAL HOUSES OR APARTMENTS WITH A PROCTOR, WHOSE ONLY ASSIGNMENT IS TO WORK WITH THE YOUNG CLIENT 24 HOURS A DAY, SEVEN DAYS A WEEK. THERE IS NO STRUCTURED PROGRAM; INSTEAD, PROCTORS AND YOUTHS WORK TOGETHER IN CONSTANT FACE-TO-FACE CONTACT, CONSTRUCTIVELY OCCUPYING THEMSELVES WITH HOUSEHOLD CHORES, RECREATIONAL ACTIVITIES, AND CULTURAL ACTIVITIES. THE PROGRAM WAS INITIALLY ESTABLISHED FOR FEMALE DELINQUENTS, BUT IN 1975 THE PROGRAM WAS EXPANDED TO SERVE DELINQUENT BOYS. THERE HAVE BEEN FEW CASES OF RUNAWAYS FROM THE PROGRAM, AND NUMEROUS INDICATORS HAVE SHOWN THAT THE PROJECT HAS SUCCEEDED IN IMPROVING THE LIVES OF THE YOUTHS SERVED....DMC
