REPORT EXAMINES SPECIALIZED PROBATION AND PAROLE UNITS TO DETERMINE THEIR EFFECTIVENESS IN CUTTING ARRESTS.
Abstract
THIS STUDY WAS UNDERTAKEN BY THE RESEARCH AND STATISTICAL DIVISION OF THE STATE BOARD FROM OCTOBER 1974 THROUGH JUNE 1975. IT FOCUSES ON THE PHILADELPHIA INTENSIVE PROBATION UNIT, THE PHILADELPHIA INTENSIVE PAROLE UNIT, AND THE PITTSBURGH INTENSIVE PROBATION UNIT. THE SPECIFIC OBJECTIVES OF THSES SUPERVISION UNITS VARIED, THE STUDY FOUND, BUT THEY GENERALLY AIMED AT PROVIDING MAXIMUM SAFEGUARDS FOR THE COMMUNITY AGAINST POTENTIAL CRIME FROM OFFENDERS. RECIDIVISM WAS HIGHEST IN THE PHILADELPHIA INTENSIVE PAROLE UNIT--89 PERCENT. IT WAS LOWEST IN THE PITTSBURGH INTENSIVE PROBATION UNIT--6 PERCENT. THE GENERAL RECIDIVISM RATE IN PHILADELPHIA WAS 30 PERCENT; IN PITTSBURGH IT WAS 41 PERCENT....BX
