THE POLICE DEPARTMENT STUDIED CONSISTED OF 33 SWORN MEMBERS AND SERVES 29,610 PERSONS LIVING IN AN AREA OF 12.2 SQUARE MILES.
Abstract
THIS REPORT, DATED OCTOBER 10, 1973, ADDRESSES THE PROBLEM OF UPGRADING THE PROVISION OF SERVICES IN OTTUMWA BY DEVELOPING GENERAL RECOMMENDATIONS AS TO POSSIBLE IMPROVEMENTS IN POLICE MANAGEMENT, MANPOWER DEVELOPMENT AND DEPLOYMENT, AND INTERGOVERNMENTAL RELATIONS. AN URGENT NEED FOR MANAGEMENT GUIDANCE AND A DATA BASE FOR EFFECTIVE DECISIONMAKING ON MANPOWER DEVELOPMENT AND DEPLOYMENT WAS FOUND TO EXIST. IT IS RECOMMENDED THAT THE DEPARTMENT CONDUCT RESEARCH TO RE-ESTABLISH ITS GOALS AND PRIORITIES AND THAT IT BE REORGANIZED ALONG MORE FUNCTIONAL LINES. IT IS FURTHER RECOMMENDED THAT BETTER FACILITIES SHOULD BE PROVIDED FOR THE POLICE OPERATION AND THAT MANPOWER ALLOCATION BE ADJUSTED FOR A MORE EFFICIENT USE OF STAFF....KAP
