THE FIRST PART OF THE REPORT CONTAINS GENERAL COMMENTS ON THE EXISTING RULES, AND THE REMAINDER OF THE REPORT CONTAINS A DISCUSSION OF THE MAJOR ISSUES INVOLVED IN IMPLEMENTING THE PROPOSED RULES.
