Abstract
ALTERNATE STRATEGIES ARE AVAILABLE, ONE OF WHICH IS TO MAKE IT UNPROFITABLE TO OPERATE GAMING ACTIVITIES. A NUMBER OF POSSIBLE TACTICS THAT COULD BE USED TO IMPLEMENT THIS ALTERNATIVE ARE SUGGESTED.
