SEVERAL PROGRAMS ARE DESCRIBED THAT MAY SERVE AS MODELS FOR ALTERNATIVES TO INCARCERATION FOR NEW HAMPSHIRE OFFENDERS.
Abstract
ALTERNATIVES INCLUDE BAIL AND PRETRIAL RELEASE PROJECTS, DIVERSION AND SPECIALIZED PROBATION PROGRAMS, AND VOLUNTEER PROGRAMS. SOCIAL AND LEGAL ISSUES IN DIVERSION ARE BRIEFLY DISCUSSED. RECOMMENDATIONS INCLUDE THAT THE NEW HAMPSHIRE PUBLIC DEFENDER ESTABLISH A SOCIAL SERVICE COMPONENT TO AID IN PROVIDING DEFENSE SERVICES, AND THAT THE PUBLIC DEFENDER TAKE A GENERALLY MORE ACTIVE ROLE IN IMPROVING CRIMINAL JUSTICE SERVICES AND ATTORNEY TRAINING.
