Abstract
DIPLOMATIC KIDNAPPINGS, INTERNATIONAL TERRORISM, THE POLICY OF NOT BARGAINING WITH TERRORISTS, AND THE DETERRENCE OF FUTURE CRIMES ARE DISCUSSED WITH FREQUENT REFERENCES TO ACTUAL EVENTS AND OUTCOMES. THE EFFECTIVENESS OF THE U.S. GOVERNMENT'S 'HARD LINE' POLICY IS CONTRASTED WITH THE SUCCESS OF WEST GERMANY'S MORE FLEXIBLE APPROACH.
